- At-Risk Youth (ARY) and Child in Need of Services (CHINS) NOTE: A parent may file an ARY Petition if the family has exhausted support services and the child has been absent from the home for more than seventy-two (72) hours without parental consent, the child's behavior substantially endangers the health, safety and welfare of the child or another person, or the child has a serious substance abuse problem and there are no pending criminal charges related to the substance abuse. ACHINS Petition is filed in cases where the child cannot stay in the home. The behavior requirements are similar to the At-Risk Petition; however, the child is placed outside the home. Services are provided in an effort to reunite the family as soon as possible
