Fighting Trafficking Through Policy and Legislative Change
Is it just for a woman or child to be treated as a criminal for the crime committed against her? Is it fair treatment for her to be jailed while her tormentors are allowed to pursue the next victim? Is it just to categorize the rape of a child as a misdemeanor? Should a buyer be able to simply plea that he didn’t know how young she was?
The answers to these questions seem obvious, yet the injustices they represent are found all across the nation. Shared Hope is working in a number of states to support the development of targeted laws. The Protected Innocence Legislative Framework assures that a safe environment is created for children by prosecuting demand and the traffickers, identifying the child as the victim, and directing that services and safe shelter be provided for the victim.
In addition to state law advocacy, Shared Hope pursues federal legislation that will allocate resources to victims of sex trafficking, continue to strengthen the federal responses to sex trafficking, and support the closing of any gaps in prevention of trafficking, protection of the victims, and prosecution of the offenders. (See Linda Smith's testimony on Washington SB 6476)
Shared Hope is a member of seven human trafficking task forces, providing expertise on domestic minor sex trafficking and working to develop response protocols. Current and past coalitions include the War Against Trafficking Alliance, the World Congress Against Commercial Sexual Exploitation of Children (CSEC), the Innocence Lost National Working Group, and other coalitions formed around particular issues are a hallmark of Shared Hope’s approach to combating sex trafficking.
